The Tricera-cops wanted to give him back to his mommy while avoiding an angry t-rex. In the end, they realize the angry t-rex was actually the baby t-rex's mommy.

He is a small, dark green baby t-rex. He has a chubby face and three toes on his feet, just like his mommy.
